Preface

Dear readers, welcome to read the introduction of this journal. Value, Function, Cost is an open access international academic journal. By providing a reliable platform for the exchange of knowledge among scholars, the journal aims to encourage discussion and research into value-enhancing creative activities and scientific management methods. This journal covers a wide range of topics from value analysis to functional realization to value enhancement, and welcomes research articles, case studies, review articles related to value engineering.

The scope of this journal includes but is not limited to:

l  Industrial production, engineering design and construction;

l  Value engineering for national economic construction;

The theme of this issue is an article on value application and engineering project cost management, covering areas such as distribution network optimization, analysis of construction industry relationships, cost-benefit analysis, and cost control. The paper utilizes methods such as project decision optimization, project risk control, lean production manufacturing, and engineering emergency strategies to achieve the goal of reducing engineering costs and improving work efficiency.

Abstract The aim of the paper is to study the coordinated relationship between environment and economy among provinces in China. The environmental total factor productivity of 30 provinces and cities in China from 2003 to 2017 are measured using sequential ML methods, and the influencing factors of environmental total factor productivity are analyzed in a panel. It is found that: environmental total factor productivity has no obvious regional distribution characteristics, and is highly consistent with the change pattern of environmental technological progress rate, with oscillating upward characteristics; foreign capital utilization, capital increase per capita, and long-term education and science investment all have positive effects on environmental total factor productivity.

Abstract In 2014, General Secretary Xi Jinping put forward the concept of “overall national security concept”, which is another great innovation of China's socialist theoretical system. Based on the impact of the COVID-19 epidemic on the comprehensive national security interests, combined with the actual situation of the expansion of national security factors and the threat to national security interests, this paper explores the problems in the national security system exposed by the epidemic in order to improve the public security management system and epidemic prevention and control system represented by biological resources and public health security in China.

Abstract The public-private partnership (PPP) model that the state vigorously promotes is becoming a focus of stabilizing growth and adjusting structure. However, the application of the PPP model in public construction projects in China is still in its infancy. When the government makes project decisions, how to clarify the project risks, requirements and opportunities undertaken by all participants and weigh the external benefits brought by the PPP model has become an urgent problem to be solved to promote the reform of public service projects in China. Starting from practice, this paper reviews the relationship between school infrastructure investment and student performance involved in new school projects and the pros and cons of introducing the PPP model in the education field under the PPP framework. By comparing new PPP schools and non-PPP new schools in Victoria, Australia, the case is analyzed in multiple dimensions, it is concluded that there are indeed differences in operating expenditure and education performance between PPP schools and non –PPP schools. PPP schools have higher operating expenses than non-PPP schools and their educational achievements are also more prominent. The cumulative curve shows that the PoF of PPP school project operating expenditure is 48.37%, slightly higher than 48.05% of non-PPP school project. According to conclusion of this case data statistics, the introduction of the PPP model is explained to increase school infrastructure investment and promote better educational outcomes to a certain extent. School projects under the PPP framework can promote good educational achievements and provide theoretical support and countermeasures.

Abstract To address the problem that the acquired images tend to degrade in clarity and fidelity in aerial hazy conditions to the extent that the target is difficult to detect, this paper proposes an aerial image dehazing algorithm using a prior-based dense attentive network. The network is based on dense blocks and attention blocks with an encoder-decoder structure, which can directly learn the mapping between the input image and the corresponding haze-free image without relying on the traditional atmospheric scattering model. In addition, to better handle inhomogeneous hazy images, the initial fuzzy density map is first extracted from the original hazy images and then used as a common input to the network together with the original hazy images. Finally, this paper synthesizes a large -scale aerial image dehazing dataset containing two subsets of uniform and non -uniform images. The experimental results and data analysis show that the proposed method exhibits better performance of dehazing with other algorithms on both synthetic and real images.

Abstract Properly and efficiently solving the emergency incidents caused by the negative externalities of the PPP project is a major challenge facing the current construction party. How to optimize the emergency strategy of the project builder in the construction project is the focus of this article. This paper establishes an evolutionary game model and elaborates the evolution of the emergency strategy of the PPP project. The research results show that at this stage, in response to different results in different situations, strengthening the degree of intervention of the project builder and adopting diversified emergency strategies can be timely The public value of bridging the failure. This article provides a new theoretical explanation based on the perspective of public value for optimizing the emergency strategy of the project builder in the PPP project.

Abstract Based on the construction regulations and plans of large -scale commercialcomplexes near rail hubs in various cities in Jiangsu Province and the understanding of parking construction standardsin Wuxi City, this paper analyzes the provisions of parking construction indicators and integrates other large-scale commercial complexes adjacent to the hub. The parking demand and the distribution of berths during the operation period were investigated and compared horizontally. Taking the Baolong 2BC plot in Wuxi City as an example, a forecasting method of berth demand for large-scale commercial complexes near the rail hub was proposed, and it was concluded that it is suitable for the surrounding of the rail hub. Abstract Based on the understanding of engineering construction management and military agency construction mode, this paper proposes performance evaluation indicators based on the principle of balanced scorecard, uses Delphi method and statistical analysis method to screen indicators, and finally establishes the evaluation indicator system. The construction of this system not only provides a reliable statistical tool for the quantitative evaluation of performance, but also has important practical significance for promoting the healthy development of the military agency construction model.

Abstract The research on the regional correlation of construction industry is of great significance to optimize China's construction industry structure and promote regional development. Taking 31 provinces(autonomous regions and municipalities directly under the central government) in China from 2011 to 2020 as the object, this paper studies the regional correlation and evolution of construction industry by using the methods of social network analysis and GIS spatial analysis. The research shows that: (1) in recent 10 years, there has been a social network correlation in China's construction industry agglomeration, which presents a development situation of “high in the East, low in the west, high in the South and low in the north”. (2) Beijing and Tianjin are at the core of the network of construction industry agglomeration and have strong independence. (3) China presents four distinct agglomerative subgroups.

Abstract In reactive power optimization of distribution network, in most cases, the processing of load data is often only for the specific data under a certain operation condition, so it is difficult to classify and process the data of multiple working conditions in a certain operation stage. To solve the above problems, an optimization method basedon convolutional neural network VGG16 (visual geometry group network) is proposed. Firstly, it is classified according to the capacity proportion of transformer in the station area, and three kinds of scenes of light, medium and high are obtained. Then, particle swarm optimization algorithm is used to optimize each kind of scene, and the corresponding optimization strategy is obtained. The effectiveness of this method to solve the problem of dynamic reactive power and voltage in the substation area is verified by simulation.

Abstract Taking the cost control research and improvement process of Chaoyang steering gear production company as an example, this paper studies the enterprise cost control based on lean production. First of all, the problems existing in the production process and organizational structure of enterprises are analyzed. Secondly, the causes of the problem are analyzed. Then, according to the location of the problem, combined with the cause of the problem, it solves the cost control problem of the enterprise from the perspective of lean. Finally. the corresponding improvement results are evaluated and analyzed. This paper combines lean production with cost control, and puts forward another application of lean production, which reflects that lean production is an effective method for enterprises to reduce costs and improve efficiency.

Abstract Two or more independent towers are joined together through a connectome to form a conjoined structure. The deformation and internal force of the tower are complex, and the coupling effect between the two towers is remarkable when the earthquake is subjected. In this paper, elastic -plastic time -history analysis is adopted to research the dynamic dynamic response under the action of rare earthquakes. Moreover, in order to analyze the influence of symmetry and span parameters on the dynamic response of structures, elastic-plastic time-history analysis is carried out on structures with different symmetries, different stiffness distributions in planes and different spans.
