Preface

Dear readers, welcome to read the introduction of this journal. Value, Function, Cost is an open access international academic journal. By providing a reliable platform for the exchange of knowledge among scholars, the journal aims to encourage discussion and research into value-enhancing creative activities and scientific management methods. This journal covers a wide range of topics from value analysis to functional realization to value enhancement, and welcomes research articles, case studies, review articles related to value engineering.

The scope of this journal includes but is not limited to:

The theme of this issue is about enterprise management, value management, value chain and supply chain, covering areas such as ecological restoration, service capabilities of university restaurants, flight delays, urban diseases, commercial bank efficiency, and green food production efficiency. The paper uses simulation models, evaluation index systems, measurement, random sampling and other methods to optimize and compare the solutions, providing a theoretical basis for the optimization and development of enterprise management and supply chain.

Abstract Due to the rapid development of cities and the acceleration of urbanization in recent years, various policies and plans have been issued one after another. However, many plans are not coordinated and unified, which leads to the imbalance of urban development. Therefore, urban and rural planning begins to transform to land and space planning. The new land space planning system has made a series of important instructions for urban restoration and urban ecological restoration. The “double repair” of the city has become an urgent problem to be solved. At the same time, the “double evaluation” system is used to measure the current situation of urban development. This paper deeply explores the ecological restoration of arid city under the land space planning system of Lanzhou as an example. Through the ecological restoration concept put forward under the land space planning system, at the same time, learning from the new evaluation system, it puts forward new solutions for the urban ecological restoration of Lanzhou. From the perspective of sustainable development, the mode of urban ecological restoration in Lanzhou is deeply optimized, and the new direction of urban development in Lanzhou is deeply adjusted from three aspects of mountain, water and urban overall development.

Abstract According to the example of University restaurant, in order to improve the service ability, the industrial engineering method is used to optimize the meal purchasing process and restaurant layout. Considering the process random events, queuing, popular routes and other factors, the simulation model is established by using Flexsim software. The data are collected by field measurement and random sampling, and the data distribution is verified by maximum likelihood estimation method and goodness of fit test method, and the simulation parameters are calculated. The simulation results show that the optimized model can serve 124 people more than the current model in one hour, and the working rate of the four checkout counters has been improved, which proves that the optimized scheme can effectively alleviate the crowd congestion, improve the service ability, and provide data support for the implementation of the optimization scheme.

Abstract Based on the in-depth understanding of the “new star plan vertical track” policy of station B, this paper uses Python to crawl the video data of station B from 2016 to 2020, and uses the fixed effect model to test the impact of the creative incentive intensity of station B on the competition in the we media market and the output of intellectual property rights. The results show that there is a significant positive impact between the creative incentive intensity and the intellectual property output of we media. The higher the creative incentive intensity is, the higher the intellectual property output benefit of we media is. Moreover, the increase of creative incentive intensity can weaken the degree of market competition. That is to say, it is obvious that the flow resources tend to get videos with high creative incentive subsidies, and there is a “siphon effect”. Based on the theme of government subsidy and enterprise innovation incentive, this paper puts forward the empirical analysis of the creative incentive intensity and we media market competition, intellectual property output for the first time. Through the calculation method of government subsidy incentive and enterprise output effect, it has strong pioneering and rigorous.

Abstract By using spatial models with lag and error and through many experiments, this paper uses distance threshold which can maximize spatial autocorrelation, instead of setting spatial weight matrix by adjacent boundaries, making measurement better suit the features of our country’s cities distribution to explore the reasons for big city disease empirically. It finds that distribution of public service distribution and spatial non-equilibrium are factors for excessive population agglomeration and therefore big city disease, and provides solutions for the factors mentioned above.

Abstract In this paper, the CFD method is used to study the horizontal distance of the virus infection between the cover and the open opening in the open space. Comparing the spread of virus droplets carrying different particle sizes, the human body's effect on inhibiting virus spread under different forms of protection was studied, and the diffusion concentration of pollutants in the range of 1m before and after the environmental wind speed was studied. The results show that the droplet particles settle when the particle size is larger than 6×10 -5 m. The KN95 mask can reduce the diffusion distance of exhaled droplets by 50% compared with the working condition without a mask. When the upwind wind speed is greater than or equal to 3m/s, the distance of 1m in front of the human body is set reasonable; regardless of the downwind wind speed, there is a risk of infection directly in front of the human body. When the human body wears a KN95 mask, the distance of 1m is safe when there is no wind; when the wind speed is upwind, it is reasonable for a positive direction of 1m, and there is a risk of infection within 1m behind; when there is a downwind wind speed, the distance of 1m in front should be increased. This article can provide a reference for reducing the risk of infection and determining social distance under different environmental conditions.

Abstract Under the economic globalization, the competition between the enterprises has evolved into the competition between the supply- chains. In this situation, the agile supply-chain is more competitive than the lean supply-chain. This article is about a new method to evaluate the agility of supply-chain, which is combined with the fuzzy logic and analytic hierarchy process. This method can not only evaluate the agility of supply-chain, but also find the weakness and urgentimprovement direction of agile supply-chain through the result analysis, which provides a theoretical basis for the optimization and development of supply-chain.

Abstract Based on the theoretical model of technology acceptance, this paper uses 372 questionnaire data to explore the influencing factors of the e-commerce adoption behavior of new agricultural business entities. The results show that: (1) Among the factors affecting the e-commerce adoption behavior of new agricultural business entities, perceived usefulness has the strongest impact, followed by perceived ease of use, and its standardized impact path coefficients are 0.81 and 0.20, respectively; (2) Perceived ease of use Usability not only positively affects the e-commerce adoption attitude of new agricultural business entities, but also positively affects the perceived usefulness of new agricultural business entities; (3) The e-commerce adoption attitude of new agricultural business entities positively affects their adoption behavior. Therefore, this paper puts forward relevant suggestions to improve the willingness of new agricultural business entities to adopt e-commerce, and then guide the sustainable development of e-commerce platforms.

Abstract The calculation aimed at the delay cost caused by the delay of departure flight is of certain referential importance in defining the cost of the delayed flight. This paper analyzes the aircraft departure process and the generation of flight delay costs and discusses the composition of flight delay costs in the departure process. the delayed departure flight is used as the research object, this paper analyzes the difference between the type of flight and the aircraft type takes the influences on the guest rates of the departure flight type into consideration and builds the calculation model of the delay cost of the departure flight; finally, the cost calculation formula of the departure delayed flight is given.

Abstract The article measured the green production efficiency of grain in 25 cities in the Huaihe Ecological Economic Belt from 2010 to 2020 based on the SBM -DEA model of non-expected output, and analyzed its evolution characteristics in two dimensions: time and space. The study found that the trend of grain green production efficiency in the Huaihe Ecological Economic Belt from 2010 to 2020 showed a slow increase in fluctuation, with 19 cities reaching the effective level of grain green production efficiency in 2020; at the same time, there was no obvious positive correlation between grain green production efficiency and economic development level, and cities with less developed economy also The cities with less developed economies can also optimise the green production efficiency of grain through such paths as large-scale production, optimising resource allocation andstrengthening the application of agricultural science and technology. In this regard, the Huaihe Ecological Economic Zone should strengthen the construction of high-standard farmland, improve the mechanism of green grain production and promote the reduction and increase of agricultural surface source pollution, so as to achieve a green transformation of grain production in the Huaihe Ecological Economic Zone.
